The Joseph Mulligan award is presented to a member of the Central Pennsylvania Basketball Officials association, who has made contributions to the chapter by assisting new officials, serving on committees, and participating on chapter activities.

Larry began his officiating career with the Central Penn Basketball Officials Association (CPBOA) in 1979. He has served many years on the Executive Committee and has the distinction of being the only member of CPBOA to be elected to three (3) consectutive terms as President. Larry is big supporter of the Big Brother/Sister program and has volunteered his time as a camp instructor at the IAAABO Board 70 Camp and Clinic. His has officiated numerous Mid-Penn, District III and PIAA play-off games, including the 1997 PIAA 4-A State Championship game. In 1986, Larry was selected to become a member of the Collegiate Basketball Officials Association (CBOA). Currently, Larry is on the staff of the Eastern Collegiate Athletic Conference (ECAC), Pennsylvania State Athletic Conference (PSAC) and the Capital Conference, officiating Division II and III men's basketball. This past year he was selected to work a NCAA Division III Regional game. In 2001, Larry was selected to the work the NCAA Division II Eastern Regional Final in Charlotte, North Carolina. Larry is a graduate of Central Dauphin High School and Millersville University. While at Millersville, Larry earned varsity letters in both basketball and baseball. In his senior year at Millersville, he was a 1st team PSAC selection at 2nd base. Larry is married with 1 son and 1 grandson and resides in Lower Paxton Township. |
